The First "Real" Snow of the Season

 

Winter in New Fairfield, CTThis morning, we in New Fairfield, Connecticut, finally woke up to our first "real" snow of the winter season.

Sure, we've had two other recent snow storms, but they were mostly mixed with sleet and freezing rain.  This morning we awoke to nearly 5 inches of soft, white, fluffy snow.  No sleet mixed in.  No freezing rain mixed in.  Just beautiful, white snow.

The trees were covered.  The lawns were covered.  And the kids finally got to go outside and play in the snow!  Of course, schools were closed, so I just had to go out to play in the snow with them.  I couldn't let them be out there all alone...what fun would that be for my boys?

 

Winter in New Fairfield, ConnecticutToday was grey.  The skies were grey.  Even the snow-covered trees looked grey, as you can see by these photos I took in my yard.  But it was beautiful.  It was winter in New England.  It was something we've been missing.

Here in Connecticut, we're about to set the record for the least amount of snow in a winter season.  I don't think today's storm has put us over the top yet.  But, we're expecting another inch overnight, and perhaps some more by the end of the week.  We'll see...

Sellers: Shovel Your Snow

It's been a week since our last snow storm.  Yet, just yesterday when I was showing homes to buyer clients of mine, we encountered a home that has not shoveled their driveway, the walkway to the front door, nor the front steps.

This home is on a narrow "country" road, so parking in front of the home created an obstacle course for neighbors to get around our cars.  Not a great way to create neighborhood unity.

Given the last storm was a mixture of sleet, freezing rain and snow, and that we've experienced mostly sub-freezing temperatures since then (with the wonderful exception of portions of yesterday and today), the front steps were piled about six inches high of solid ice.  We could open the front door just enough to squeeze through.  And, we had to help each other up the steps, holding each other's hands and the railings, while pulling each other up the stairs and into the home.  Getting out and back down the steps was even more fun...I wish we had a video camera.

Of course, the back deck was not shoveled, either, and we could not open the back door to venture out there.

Granted, this home is vacant.  But it is still in the seller's interests to maintain the home while it is being marketed, and the make the home possible to view.  Buyers who were not as game to brave the icy steps would have bypassed this home altogether.  Not to mention the liability issues if someone falls and hurts themselves while trying to view your home.

Sellers, be sure to maintain your home - and the snow - even if you are no longer living there.  It's not only for the safety of those viewing your home, but a well-maintained home gives the appearance of a loved and cared for home...things that buyers want to see.

New Fairfield, CT to Move Historic Houses - Moving Date Rescheduled

New Fairfield, Connecticut's First Selectman John Hodge called earlier today to inform me that due to the recent inclement weather, the date to move the historic Parsonage and Hubble Houses has been rescheduled to Sunday, March 4, 2007, at 12:00 noon.

Of course, future inclement weather may delay the move again, but Mr. Hodge believes at this time that this March 4 date should be a go.

It is anticipated that Route 37 will be closed approximately 4 hours on the day of the move, starting around noon; traffic will be re-routed. 

A viewing area will be set up for residents to watch the homes as they are moved 1 mile down the road to their new location next to the new senior center site on Route 37.

The historic Parsonage and Hubble Houses will be retrofitted into museums of local history.  Funding for the operation of the museums is bring provided by Preserve New Fairfield.

Wintry Weather Arrives in Connecticut

We were originally expecting 12-18 inches of the white fluffy stuff we've seen so rarely this winter.  Instead, we've woken up to about 1-2 inches of a mixture of snow, sleet and freezing rain.  It's nasty outside, and last I heard, we can expect this to continue all day.

The kids are off from school today (NBC30 reports 658 closings or delays as of this writing).  I can't see the road from my house, so I have no idea if the roads are clear or safe.  But with the continuing sleet falling and the winds blowing, I figure it's best if we stay home and enjoy the day with the kids (and, even though my driveway was plowed earlier this morning, it is covered with this white mix of what actually look like icy "snow pellets", so I don't know if I could safely make it up to the road in my car).  Hopefully it will change back to snow later today so we can take the kids outside to play.

However, it is expected that there will be ice build-up (from the sleet and freezing rain) on trees and power lines.  This could result in downed power lines and power outages.

Since many of us obtain our water for our houses from private wells, if there is a power outage, we lose the ability to pump additional water from the well.  While this is not exactly a favorite topic of mine, no water means that once we use up the reserve water already pumped from the well, we then are unable to wash our hands or flush out toilets.

But, there is a solution!  Fill a bathtub with water this morning.  Water from the tub can then be used to wash your hands.  And, by filling a bucket with water from the tub, you can pour that water into the toilet and the toilet will flush.  No mess.  It's as easy as that.

This won't help you keep warm if the power goes out, but I figure that's what the fireplace is for.  Maybe next year we'll buy a generator...

Sleet Drift New Fairfield CT

The "sleet drift" outside my front door this morning.

UPDATE:  While we ended up with only about 4 inches of snow/sleet mixture on the ground by the time the storm was done, by 4:00 pm, this "sleet drift" grew to 4 feet high.  I would have taken another picture, but it was frozen to the front door, and I wasn't going to take my camera outdoors in this weather!

New Fairfield, CT Set to Move Historic Houses

It was announced by New Fairfield, Connecticut's First Selectman John Hodge that, weather permitting, the historic Parsonage and Hubble House and is scheduled to take place on Sunday, February 25 at noon.

This is, of course, assuming that the weather permits the completion of the preparation of the homes to be moved, and also that the weather cooperates on the day of the move.  A recorded message with updated information will be available on the weekend of February 25 by calling the Selectman's Office at 203.312.5600.

It is anticipated that Route 37 will be closed from approximately 12:00 noon until 4:00 pm on the day of the move and that traffic will be re-routed. 

Mr. Hodge has suggested that the town will set up a viewing area for residents to watch the homes as they are moved 1 mile down the road to their future location next to the new senior center site on Route 37.

These homes will be retrofitted into museums of local history.  Funding for the operation of the museums is bring provided by Preserve New Fairfield.

New Fairfield, CT Schools Ask For $109 Million

The New Fairfield, Connecticut school superintendent is seeking $109 Million to fund repairs in three district schools:  Meeting House Hill School, New Fairfield Middle School and New Fairfield High School.

New Fairfield CT High SchoolIt is estimated that after state contributions, the amount of money required by the town will be more than $78 Million.  The superintendent plans to finance the project through bonding over the next 20 years.

This bond would then be paid over the next 20 years by the homeowners of New Fairfield.  For a home with an assessed value of $300,000, this proposal would add between $900 and $1,300 per year on top of residents' current property taxes. 

Based on New Fairfield's current mill (property tax) rate of 19.07, the homeowner of the above-mentioned residence assessed at $300,000 pays $5,721 in annual property taxes.  Adding another $1,000 on top of that equates to a more than 17% increase in property taxes for the next 20 years.

The school district's director of buildings and grounds stated that these repairs would sustain the schools for the next twenty years, which is the same length of time as the bonding.  It has not been disclosed if the plan is to then request another bond for new renovations at that time, making these additional taxes basically permanent.

A public hearing on this issue is scheduled for Tuesday, February 13, 2007, at 7:00 pm in the New Fairfield High School library.  Final plans must be submitted to the state by June 30 for possible state aid.

Proposed Connecticut State Budget to Fund Education

Connecticut's Governor recently released her proposed budget for the state.  Included are additional monies to fund education.  The plan calls for an additional $1.1 Billion to be given to towns and cities over the next five years to help pay for school costs.

Funding for these expenses will be derived from an increase in the state income tax of .25% in 2008 and another .25% in 2009.

While town leaders are pleased with the possibility of receiving additional funds to defray education costs, they are concerned that the final state budget will be probably be approved in June, which is after the local municipal budgets (which determine homeowners' property tax rates) are finalized.  As such, town mayors and selectmen must determine whether or not to account for these anticipated state funds when planning their local budgets.

Newtown, Connecticut's First Selectman has stated that his town will move ahead with their budget under the assumption that they will receive the additional funds from the state.  Should the extra state funds not be passed, then the town of Newtown - and its residents - may be faced with a budget shortfall.

Ridgefield, Connecticut's First Selectman does not expect to add the anticipated state funds into next year's budget.  It is undetermined what affect on future years' property taxes these funds will then have if they are received - will they be used to reduce taxes in the next fiscal year, or will the town government utilize them for other expenses?

Danbury, Connecticut's Mayor expects the additional funds to lower town residents' property taxes.

Unfortunately, it was not disclosed as to why each town would receive a different percentage increase in funds for education.  From the current tax year to the 2007-2008 tax year, Danbury would receive a 31% increase in education funds form the state, while New Fairfield would only receive a 3% increase.  Hopefully, additional information explaining these discrepancies in funding will be forthcoming from the governor.

Bethel, CT Property Revaluation

The Bethel, Connecticut property revaluation is currently taking place, as per state law that requires towns to revaluate all property every five years.

Tyler Technologies/CLT has been hired to perform the revaluation of all 6,900+ parcels of real estate in Bethel.  Commercial property inspections have already begun, and residential inspections will begin this week.  It is expected that the revaluation will be completed by the end of May, 2007, but the inspectors must visit every home and business in town before completion in order to determine its current market value.

Information about the current revaluation, including a Q&A, can be found on the Town of Bethel, CT website.

In Connecticut, property taxes are based on an assessed value of 70% of what the revaluation process determines to be the property's market value.  This assessed value is then multiplied by the mill (tax) rate, which is set annually by town vote on the town and school budgets, to determine the property taxes owed.

Winter in New Fairfield, Connecticut

Welcome to New Fairfield, CTThis past Friday evening, here in western Connecticut we finally had our first "real" snow of the winter.  Of course, we're now also in a bitter cold snap with wind chills below zero.

But, on the bright side, we're finally enjoying the winter landscape.  Snow on the ground, bright sun shining down and reflecting off the snow and illuminating the world, and cheery blue skies.  Skaters, fishers and the adventurous are enjoying frozen Candlewood Lake and the various ponds throughout the area.  Children - and adults - can be seen flying down hills on their plastic sleds.  One of the true charms of living in New England is the enjoyment we get from each of the seasons.

Sure, winter can be cold.  The winds can be brutal and, well, devastating to your skin.   Summers can be hot and humid.  But these extremes typically pass quickly, allowing us to truly enjoy the beauty - and the multitude of recreational options - that each season has to offer.

Yesterday, my son and I went around town taking photos of what is winter in New Fairfield, Connecticut.

Connecticut Home Sale Conveyance Tax

Since 2003, home sellers in Connecticut have been paying an increased home sale conveyance tax.  This tax increase, imposed only on home sellers, was created as a temporary - two year - tax to supplement state and local coffers during the 2003 state budget crisis.  In 2005, this tax was extended for another two years.

Currently, this tax increase is set to expire on June 30, 2007.  This tax increase, typically paid by the seller in a home sale transaction, costs the seller an additional $140 for each $100,000 of the sales price.  (For a $500,000 home sale, the seller would pay an additional $700, on top of the standard state conveyance tax).

Connecticut's town mayors and selectmen are arguing for another extension on this tax, as they stand to lose revenue if the tax expires.  (This additional tax goes to the town, to replace funds that the state is no longer providing to the town).

Opponents of the tax argue that home owners are already paying property taxes to the town, and should not continue to be burdened with this additional - and planned temporary - tax when they sell their home.  Local mayors and selectmen claim that if the conveyance tax is allowed to expire, they would be forced to raise property taxes and reduce or eliminate some town services.

While we can all agree that the towns do need the financial resources to provide town services, the question is this:  Why has the state government, given the current state budget surplus, not restored local funding to the 2003 levels?
